Broad View United Leadership

Broad View United is led by a small group of dedicated people who form a Policy Board. It is supported by a Board of Trustees, three standing committees, and a dedicated team of ministry and lay staff and volunteers. 

As a Policy Board, Broad View United’s board focuses on vision, mission, and long-term strategic planning. Through a policy governance model, the Board of Directors remains accountable for the organization while focusing on the bigger picture rather than day-to-day operations. We seek to embody our core values—progressiveness, integrity, and interconnectedness—while living out BVU’s mission to be an agent of transformation and a progressive faith expression in the world.

Resources from The United Church of Canada

Access the handbooks and resources that support ministry, governance, and leadership across The United Church of Canada. The Manual of The United Church of Canada forms the foundation of Broad View United’s Governance Policies and takes precedence where applicable.

Composition and Role of the Board

The Board includes 7–9 elected members from the Broad View United congregation, along with the two Co-Lead Ministers, all of whom are voting members of the Board. Board members are generally elected for two-year terms and may serve up to three consecutive terms (six years total). Representatives from the Finance Committee and Ministry & Personnel Committee also serve on the Board.

The Board provides governance and strategic leadership for Broad View United by establishing policies, setting long-term goals, and ensuring accountability for the congregation’s mission and resources. Responsibility for implementing Board policies and decisions is delegated to the Co-Lead Ministers, who provide leadership for the day-to-day ministry, operations, administration, and staff of the congregation.

Standing Committees

Broad View United has three standing committees that oversee the work of the church. The Chairs of these standing committees are elected by the congregation. 

The Board is supported by the three following Standing Committees: Finance, Ministry & Personnel (M&P), and Nominations. Made up of Board members and members of the congregation, these committees bring experience, expertise, and diverse perspectives to specific areas of governance. They gather information, review issues in greater depth, and make recommendations to the Board, helping support informed decision-making. While committees do not make decisions on behalf of the Board, they play an important role in strengthening accountability, leadership, and the effective work of Broad View United.

Nominations Committee

The Nominations Committee oversees Board and committee member recruitment.

  • Develop and recommend skills, experience, qualities, and diversity criteria for Board members.
  • Identify, interview, and check references of prospective candidates.
  • Recommend candidates for Board and committee vacancies.
  • Recommend candidates for Social Enterprise Boards and participants for the Foundation Investment Team.
  • Ensure Board and committee members receive proper orientation.
  • Monitor Board attendance.
  • Support Board education and orientation.

At least every three years, the Board undertakes a Board Self-Assessment. The Nominations Committee oversees the establishment of the assessment process and works with the Co-Lead Ministers to determine the scope, participants, and timeline of the review. The Committee engages an external representative to administer a confidential survey and helps ensure that the results support Board learning, development, and continuous improvement.

  • Chaired by the Chair of the Board.
  • Includes no less than two and no more than four Board members identified by the Chair.
  • The Co-Lead Ministers support the Committee.

The Nominations Committee is accountable to the Board and provides reports to the Board as requested.

Finance Committee

The Finance Committee is responsible for budget planning and financial oversight.

  • Review and make recommendations in the development of the annual budget.
  • Recommend the annual budget to the Board and Congregation.
  • Review monthly financial performance and recommend long-term financial goals.
  • Review and make recommendations regarding banking arrangements, lines of credit, and debt management.
  • Oversee and make recommendations regarding an annual review engagement or audit.
  • Recommend financial policy for the Congregation and the Board.
  • Chaired by the Treasurer.
  • Consists of no less than three and no more than five members-at-large selected from the Congregation by the Board based on recommendations from the Nominations Committee.
  • The Co-Lead Ministers work with the Committee.

The Finance Committee is accountable to the Board and provides quarterly financial reports and other financial information as requested by the Board.

Ministry & Personnel Committee

The Ministry & Personnel Committee (M&P) assists the Board in fulfilling its responsibilities related to the hiring, professional supervision, review, and termination of the Co-Lead Ministers. The Committee also hears complaints or appeals from congregational staff and complaints from congregation members regarding the ethical conduct of the Co-Lead Ministers.

  • Support and consultation on human resources matters.
  • Lead search processes and make recommendations regarding the hiring of Co-Lead Ministers.
  • Plan and lead the annual review of Co-Lead Ministers.
  • Review working conditions, responsibilities, compensation, and continuing education of the Co-Lead Ministers.
  • Hear official complaints or appeals from congregational staff regarding working conditions or supervision.
  • Hear official complaints from congregation members related to the ethical conduct of the Co-Lead Ministers.
  • Support healthy relationships between staff, ministry personnel, and the congregation.
  • Three Board members selected annually by the Board.
  • One member serves as Chair and another serves as Secretary.
  • The Committee may consult others as needed.
  • The Co-Lead Ministers are not members of the M&P Committee.

M&P Membership Guidelines (The United Church of Canada)

To support confidentiality, fairness, and healthy relationships, Ministry & Personnel Committees are encouraged to:

  • Include between 3 and 7 members.
  • Reflect the diversity and all aspects of the Community of Faith.
  • Include people who are trusted, discreet, and able to maintain confidentiality.
  • Exclude individuals who hold other key offices within the congregation (for example, the Board Chair, Search Committee, or Transition Team).
  • Exclude Ministry Personnel, lay employees/staff, and members of their immediate families.
  • Exclude individuals who are in an ongoing personal conflict with staff members.
How M&P Supports Ministry

In The United Church of Canada, every Community of Faith is required to have a Ministry & Personnel Committee. M&P serves as a confidential and supportive body that helps nurture healthy relationships, encourages ongoing learning and professional development, and supports both Ministry Personnel and lay employees in their work and well-being.

Ministry Teams

Ministry Teams support the day-to-day ministry and operations of Broad View United. Organized around specific areas of ministry and practical goals, these teams help carry out the work of the congregation. Priorities for each team are guided by Broad View United’s annual operating plan and the team’s work plan.

Ministry Teams are made up of volunteers from the congregation who share an interest in a particular area of ministry. The Co-Lead Ministers appoint appropriate staff and volunteers to each team and may designate staff members to support the team’s work.

Ministry Teams are accountable to the Co-Lead Ministers and work collaboratively with staff and volunteers to support the ongoing ministry and operations of Broad View United.

Broad View United seeks to foster vibrant ministry and meaningful lay participation. Ministry Teams provide opportunities for members and friends of the congregation to actively contribute their gifts, skills, experience, and passions in service to the church’s mission. Unlike committees, which primarily focus on governance, policy, and recommendations, Ministry Teams are action-oriented and ministry-focused. Through collaboration, service, and hands-on involvement, they help turn vision into ministry and encourage broad participation in the life and work of the congregation.

Board of Trustees

The Board of Trustees holds and manages Broad View United’s property and legal assets on behalf of the congregation and The United Church of Canada. Trustees are not a governing body; rather, they carry out specific legal and fiduciary responsibilities as directed by the Board and in accordance with The United Church of Canada.

The Board of Trustees includes one or both Co-Lead Ministers by virtue of office and three to six members elected annually by the congregation. Trustees may serve up to six consecutive years.

Trustees oversee matters relating to congregational property, insurance, legal records, and other trust responsibilities. They act under the direction of the Board, are accountable to the Board and congregation, and are required to comply with The United Church of Canada Manual and The Model Trust Deed.

BVU Foundation

The Broad View United Foundation supports the long-term ministry and mission of Broad View United through the stewardship of donations, bequests, and other charitable gifts. The Foundation helps provide resources for future ministry initiatives, facilities, and charitable purposes that align with its Constitution and the mission of Broad View United.

Membership and Leadership

The members of the Foundation are the members of the Broad View United Board. The Foundation Board consists of five members, including the Chair, Secretary, and Treasurer of the BVU Board, along with two additional members selected by the Board.

Relationship to Broad View United

The Foundation works in partnership with the BVU Board to receive, manage, and steward charitable gifts in support of the congregation’s present and future ministry. Through careful oversight and long-term planning, the Foundation helps ensure that gifts entrusted to Broad View United continue to serve the church’s mission for generations to come.
